I've had this red itchy rash on my neck for a little over a month, it feels more velvety than dry. I'm a 22 year old female, and I have been putting Vasoline on it for about two weeks (I try to do it as many times a day as I can, but some days I forget so it might only be once before bed). Vasoline has been helping, as it doesn't have as defined of edges as it used to. (Also, it looks like its peeling in the picture, but its just because I put some Gold Bond on there today hoping that might help! Not actually peeling all!)
It really could be anything Lindsey but as you have now had it for over a month and it is itching you should get it checked out by your doctor.

I just went to the dermatologist for something similar to yours and that's what she diagnosed me with . Very benign age spot

Yes there is treatment , it's cosmetic , search it, there are 3 different ways a dermatologist or plastic surgeon can remove it , but remember that when these start to appear it will happen again.
I'm pondering when I'll start to remove them too.
You might be too young for that , what you have might disappear eventually
