So for as far as I can remember. These have sort of always been there. But I’m wondering what they are. They are a little raised and more red than the rest. What can this be? It is not really that good to see on the pictures. But in the more flaccid state picture you can see at least one of them better. This this normal or not? Again, I think they are there for a really long time already. But recently got my attention for some reason.

Im actually having the same problem but mine i think its caused due to masturbation.in addition since i got those spot i have frequent urge of urination which makes me worried and frustrated alot.
i have the same thing but mine never bother me or hurt burn or itch nothing. i got them checked and they said they were skin tags. but now there is more . idk what it is
The spots themselves are likely to be naturally present - it is the redness that should not be present - so, something is irritating the skin of your penis generally.
Here is something I have just posted to someone else with the same issue:
In terms of the irritation it is most often linked to something you have recently stared using and this is in regular contact with the skin. So, this could be anything from a soap, a shower gel, or other form of body, say, that you use in the shower - or even to the washing powder or water treatments that are added to the washing machine when your clothes are washed.

Well I only wash my penis with water. And I’m not circumcised so I really don’t know what the it can be then. Maybe some urine that is left there, but I also wash it most of the time real quick with some water after I urinated. Those are the only things that I can think of. Besides of masturbating, but that I only do for 2 times a week.
Yeah those I have too! But I’m talking about the spots on my glans. Not on the skin of my penis. Those you have might not be pretty as I also have lots of them, but they are normal.

If you have never had sex the likelihood of you having something bad related to your penis is very, very unlikely - problems come about when males start having sex.
In all, I would suggest what you see is simply the way in which your penis has naturally developed.
Essentially, ALL the photos you have posted show nothing that is a problem.
