
Are you circumcised? Do you wash the head area of your penis with soap, shower gel / lotion, body wash that kind of thing.
The simple thing to do is for a few weeks the only thing that should touch the head (and foreskin if you are not circumcised) is water - dry carefully with a towel. Once the area starts to look healthy again - and certainly for 5 or 6 weeks of using water only, you can try liquid coconut oil to help the head area of you penis to be hydrated and look more healthy. Apply the oil either every other day, or every third day, preferably after you have taken a shower - a light coating massaged into the skin is all that is required.

… the difference is then, it will by more difficult for you to keep the head area hydrated as it should be. It is therefore more important to rinse away any bodily cleansers you have used during a shower at the end of each shower so that no residue of the cleansers remain on the head and the skin of the upper-shaft of your penis.
Try doing this rinsing away diligently for 5 or 6 weeks as I say, hopefully the skin of the upper, and head of your penis will begin to look less dry - stay away from using petroleum oil based skin creams and lotions and things like baby oils - so this is pretty much all ordinary skin creams and lotions and moisturisers.
