I'm a 28 year old male, and have had many sexual partners. With that said, I don't believe this condition to be an STD, because I have had blood work frequently and recently and came up negative for all tested STDs. My penis does not hurt, itch, burn, etc. I just realize that the texture seems quite bumpy and would prefer it to not look like this. It's probably looked like this for as long as I can remember; I do masturbate an average of two times per day without lube, so I assume this is probably a factor. My best guess is keratinzation for the overall rough/red texture of the glans. But there is a small, circular, slightly raised bump in the middle of the penis head that has been there for as long as I can remember (pre-sexual history). I have no idea what this could be, and am hoping for some suggestions. I will see a dermatologist for these issues, but would appreciate some best guesses in the meantime. I think you have correctly self-diagnosed the problem, which is essentially dry skin that’s probably been made worse by friction or rubbing from masturbation. Suggest you apply a moisturiser (search on Amazon) regularly to the affected area and to wash with an appropriate moisturing non-perfumed soap (e.g. Oilatum soap bar).
