They probably are irritated hair follicles!
unless your having any pain/itchy or feeling unwell i wouldnt be concern that its a herpes outbreak!
most people with herpes never have symptoms though! Next time you have a sexual health screen ask your provider to add in a test for herpes then at least you can be sure 
most wont already add it in because they dont see it as a big deal!
