to be honest, I didn't think much of them for a long time. They were just there. recently some of them have appeared on the glans and I read more about hpv online so it made me worried as hell. They do not ache or itch or anything. I'm 21. I haven't had sexual intercourse but I've done other stuff. I masturbate regularly and use shampoo sometimes (is it because of that?). it appears that I have fox fordyce, but what about the ones on my glans? Please tell me they're nothing so i can get back to my life

Shampoo is one of the worst things to expose penile skin to regularly. You must stop that. Do not apply soap or shower gel directly to your penis - if you shower regularly, end your shower by thoroughly rinsing your penis for at least 2 minutes with the running shower water and rub with the inside of your hand and fingertips to clean.
What you have on your penis are natural spots that appear anytime following the onset of sexual maturation. So yes, most of these are referred to as Fordyce Spots - these can develop further, or new ones can appear - this usually occurs up until 25 to 26 YOA but some can suddenly appear up to the age of 36 or so.
