As I understand your point is that you retract the skin back and have problem with pulling the skin on the head of penis back? Sorry to hear that, it sounds quite painful.
Steroid creams can cause many things, people should use them carefully. For example if you use one for too long your skin get used to it and can get worse.
The one you wrote is as I remember one of those creams that are given to help stretch the foreskin. So it didn’t help? Or did it got worse? Hard to tell exactly why. How were you using this cream? and for how long?

In the begin I used crème Antifungol, but it is had small efficiency.
I began with crème Betametazon before one year, and I put on my
head of the penis. (Big mistake)
How I can return to back skin of the head of the penis?
Can I use alcohol or another crème, or anything medicament?
