Today i noticed these small bumps on my penis head, i've done a little research to see if they are normal and it seems like they are but just to double check, does this look normal? Also for the past couple weeks i have been putting cortizone on my penis . if that might be the reason for them.. please lmk ASAP . i have not been sexually active in the past couple months as well but i have gotten an std test since i have been with my partner 
The biggest issue you have is the skin at the top of the shaft and on the head of your penis is extremely dry.
Being circumcised removes the natural source of hydration and your skin is worsened most likely due to the regular use of soap and things like shower gel to wash your penis with.
Were you prescribed the cortizone?
