could this be a chemical burn from an antiseptic i let sit to long or something worse??
What was the antiseptic you were using? If it is intended for normal skin use, such as for cuts and grazes then there should be no problem. Some people use ones intended to clean kitchen surfaces or baby bottles and even when these are diluted they can still be far too strong.
The photo suggests to me you have quite dry penile skin and as a result of the irritation that has caused this you can notice a variety of dots and spots. Most irritation is caused by what we apply to the penile skin on a regular basis, from soap and shower gel, to skin cream and lubes for sex and masturbation and stuff like that.
Try to minimise anything getting onto your penile skin that does not need to be there, such as soaps and body wash, use water only to clean, fully rinse the penis with running water once you have cleaned everywhere else on the body during a shower. Just as important is making sure the penis and entire groin region is completely dried after a shower.
Also, get yourself some coconut oil or shea butter, the pure or raw types are the best, and place a light coat of either on your penis 2 or 3 times a week. After you have dried yourself after taking a shower is the best time to apply these.
