Small, dry, white, dot-like spots on foreskin and penis. The dots are slightly raised.

Looks like Gential Herpes to me HSV2 virus (unsure)
Could you pls go to a GUM clinic ASAP so they can take a swap . They can also take an IGM and IGG blood test. If you will be tested positive for herpes you will need to let all your current and previous sexual partners know so they do not spread the virus to other people. There is a prison sentence for people infecting and spreading the virus and by law you will need to disclose to all sexual partners or can risk being sued.
However check it up as it might be something else.
Go to any Sexual Health service or see a Doctor as soon as possible.
