

What you may have is the complication of an ordinary bodily wart and a hair growing through, or irritating the wart. Genital warts do not present as single items.
This may have started as little more than a tiny skin imperfection but due to the frequent shaving it may have severely irritated it and it has developed as it has.
The other thing to try is stop applying the antiseptic cream, but, get or use Liquid Antiseptic instead. Apply a tiny undiluted dab 3 to 4 times a day - if there is an infection present it would reduce in size after 3 to 7 days - if it does not heal it is likely it is a wart, or something else naturally present, such as the Fordyce as you suggest, or a Sebaceous gland, for example that has been damaged.
If it just stays there long-term you can decide whether you want it surgically removed or not …
