it does not itch or hurt or anything but its been there a week now and i have been washing with water and nothing else and dont understand why it is there
If it is balanitis or phimosis before you see a doctor go to the druggist and ask for his recommendation for an over the counter anti fungal cream and then use it as directed

Yea, it does look normal but that is because the flash fades out the red rash.
You need to post a photo clearly showing the rash - try taking photos in strong daylight …
