From the picture, I say it may be sebaceous cyst, ingrown hair or pimple. But it has been there for couple months. It must be something else. You better see a dermatologist if you did not notice any improvement. there are many penile benign conditions and only a dermatologist can tell you what you have.
It looks like a pimple to me. I have one exactly the same at the moment and it causes no problems at all so I left it alone.
these can sometimes last several months, as ive had one in the exact spot for 2 months also. do you shave that area?
