Small white pimples on shaft

i have had those small white pimples ever since i can remember, two years or so, they do not secrete anything nor do they itch or pain at all, they have not grown in size or number, i have been sexually active, is this something i need to check out ? could it be HIV, Syphilis, herpes ?

any updates man? I have similar dots and this is the only case which looks similar to mine. I found this dots behind penis head near frenulum last week after burning sensation after mastrubation. now it rarely feels like burning but the dots are present and it really concerns me. any updates? see my post reg the same
