It is likely to be linked to your shaving, these bumps are the result of you removing the top of a hair follicle, most likely, and it then becoming inflamed. For shaving my pubic region I use a slightly blunt wet razor that I would no longer use on my face - then the secret is finding the right skin cream that prevent the damaged skin from becoming inflamed. A skin cream for sensitive skin, or an After Shave Balm could do the trick - but it is often a case of finding one that suits you best!
