Age? Sexual history? Active or not? Do you have skin problems anywhere else on your body?
Do you sweat a great deal - do sports training / active sports regularly / gym workouts, that kind of thing?
Do you wear clothing that encourages sweat? Work in an environment where you are warm to hot much of the time / carry substantial items that encourages sweat on a regular basis - that kind of thing?
.

27 years old, yes, active, i started having some sort of eczema on my fingers that i used elocon cream and it made it go away but when i stopped it started coming back again. yes i do work out and sweat but nothing extraordinary, i actually started putting elocon on this part on my glans and i think im seeing some improvement since 3 or 4 days

As you have a skin issue going on anyway this is the most likely first-option to rule out a specialist such as a dermatologist would check on for you.
Briefly to mention, if the elocon is actually a cream, rather than an ointment - and again, presuming what you have on you penis is linked to your skin condition you will need the ointment version long-term, I would suggest to use on your penis.
My two remaining suggestions would be:
I have the same but smaller. Did you findout what it is?
