Something supposed to be smegma won't wash off?

I'm a 16yo male, uncircumsised, usually when I mastrubate before ejaculation I pull up my foreskin so I could ejaculate in it, then go to the bathroom, pull it back and let it out, and use toilet paper to clean out the rest that won't come out. However, I don't really pull my penis back all the way because it hurts, but recently I managed to somehow pull it all the way and found out that I have white dots and 1-2 small white stains under foreskin that is usually covered. From what I know that was obviously smegma. It doesn't hurt, it doesn't smell bad, it just doesn't look good. I never had issues with it. I just don't want there to be more and more of it because I'm afraid it'll come to parts that are always uncovered, so anyways. Last night in the shower I tried to wash it off with gentle warm water (because it's sensitive since it's uncovered) but it just didn't come off. It didn't even move, it just stood there. I didn't even know I had it (nothing to make me research it) until I uncovered it. Only problem is sometimes I can't pull it down all the way. Could this be a potential problem, and if so how could I fix this issue? I won't go to the doctors, no way.

So the answer to you last question is yes, this could be a problem. So I’m going to post some information below in case all you have is hardened smegma, which is the most likely thing it is, even though it is difficult to shift. Do not use anything like a nail brush or something with a sharp or even blunt edge to try to scape it off - here is the detail:

The detail speaks of oil, I would suggest you try to get some gentle Baby Oil, rather than a really cheap one, or the alternative is Coconut Oil, but make sure it is for use on the Body rather than being specifically for hair.
I would advise a gradual approach, try some and simply be happy if it looks a little better each time, rather than trying to desperately remove all of what there is in one go.
