Spots around foreskin. What is it?

When my penis is flaccid at the tip of where the foreskin comes over there appears to just be like wrinkles on the foreskin. But when it is pulled back I notice white spots that appear to almost be like a thin white band that goes all the way around the penis. This “band” is not all over the penis just around one area. Can someone please help. 

Where is the white band - on the foreskin, or just underneath the glans?  If it's just under the glans, it could be pearly penile papules, which are harmless, and so common they're almost normal.

When the foreskin is pulled back the band of little white spots appear around the centre of the penis. Slightly below the head. 

Also I have had any sexual relationships with anyone. Don’t know if this helps. 

Pearly papules seem the most likely from your description. Not unhealthy or dangerous and not caused by sexual activity. Just a harmless blemish that needs no treatment.

Sounds like pearly penile papules to me too.  If you want to add a pic, we could probably tell just by looking at it, or you could google it and see if what you find on the net is similar to what you have.

Does PPP only appear at the base of the head of the penis because the band of spots is slightly below it 

PPP would be on or just underneath the ridge of the head (the glans).  If your spots aren't there, then they're probably something else.  If you post a pic, we could probably tell you if they're PPP or not with one look, or you could probably tell yourself by googling them and clicking on "images".

Would genital warts be dotted all around the penis? Could it be that even with no sexual contact?

It's not completely impossible to get genital warts without sexual contact, but it's very rare.  I think you'd have described them differently though.  Genital warts can appear anywhere around the genitals, including the glans, shaft, foreskin, scrotum, and anus.

Is there anything you can think of that from what I have described that I should worry about. Also not sure if this helps but they appear more like they are on the skin than lumps being pushed up from under the skin. 

It's really hard to say without a picture.  If you don't want to add a pic, that's fine, but you'd probably need to see a doctor to find out more.  You could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details.

If you could update this thread and tell us what the doctors say, it would be appreciated.  It's unlikely to be anything serious if you've never had any sexual contact though.
