Started as a small pimple now it's multiple small pimples.

I need help please, does anybody have a clue what this can be? The pimple started very small and now it’s a cluster of pimples. it’s very small still I have to really glance at it to see anything.

if they have fluid in them it may be herpes, but i cant tell by the photo
