Strange lips that seem to be present around the opening of the head to my penis

Hello.

I am 18 years old, and I have strange "lips" that seem to be present around the opening of the head of my penis. I have not been circumcised nor have I had sex, so the possibility of it being an STD related problem cannot be possible. I clean such area well. I have had this for as long as I can remember, does anyone have any ideas?

I agree with Pepasan's explanation.  Just wondering whether you have any issues when you pee?  Do you have a 'single' stream, or does you pee spray everywhere?!  If you have no issues such as this, then, this is something that makes your penis quite unique .... and, no issues to address .....

Yes, occasionally that is the case that it sprays everywhere. Is this something to be concerned with in such a case?

No problem if you sit to pee, but you’d be unpopular in many households if you miss the bowl by standing to pee!

No, nothing to be concerned with in terms of physical health.  As Pepasan notes, you do risk becoming somewhat unpopular, particularly if you spray all over the bathroom / toilet floor and you do not clean it up.  I have this issue, and do constantly clean up after having a pee - if you are at home, or in 'clean surroundings' my recommendation is to get in the habit of sitting down, even if it is a 'bit of a pain' in the proverbials!
