So i have two problems, one involves part of my skin being attatched to the head when i peel back my foreskin.

Another problem i have are these little yellowish bumps/clusters that are there when i peel my foreskin back. They are painless and If i didnt see them i wouldnt have even knew i had it.

It looks like you have a penile adhesion. You may be able to fix this yourself, but I'd get a urologist to take a look. They may want to try manipulating it under pain relief, or might suggest a steroid cream. You could see your GP first, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details.
The yellowish clusters could be Fordyce spots, but that's something you could ask the doc.

The spots appears as fordyce spots as already suggested by the first one to reply to your questions. The foreskin is entirely or partly attatched to the glans in every guy when we're young. This is normal. The moment of when the foreskin seperates from the glans and may be pulled back fully, varies from person to person. To some this process happens in stages - a little by little - that may take years, which means there may be temporary or permanent adhesions. When this happens, it may feel sore. As you're still quite young, it might be that it will solve itself by time, and if it don't then it can be fixed with surgery, but keep in mind it will leave scarring on your glans which may not disappear at the area on your glans where the foreskin was cut free, ans also a similar scar on your foreskin. Creams will hardly be of any help, as you're not suffering from phimosis or tight foreskin. This is not an unusual problem, and it's entirely up to you if you choose to do anything about it or leave it as it is to wait and see if it soves itself or just accept it as it is. Good luck :-)
I agree with most of that, but steroid creams are commonly prescribed for penile adhesions.
