The skin of my penis is so rough and dry? Is there a way to help this its so irritating? (Pictures)

Hey guys

I am 25 year old guy and over the years I have noticed how the skin and shaft of my penis is very rough and dry.

This became a problem during when I was having oral sex and it took ages and ages to cum. This was quite embarrassing and I don't know what to do about it, is there a way to help this problem?

I was circumcised at birth and that has really upset me too.
