I am a 18 years old and weigh about 70kg (i dont know if this info is needed). I havent had any sexual contact with anyone. About a month prior to writing this I started having the urge to itch my scrotum alot during the day. At night the urge to itch was very intense and it ruins my sleep pattern. After afew days I decided to check it out and saw a decent sized 'bump'. Assuming it was a mosquito bite I let it be. Fast forward a month later, these 'bumps' are numerous in number and now there some stuff on my penis head I dont know how to describe. I dont know what this is and the doctor I've been to has no clue (shocking right)

So, if you have never been sexually active, including oral sex, then I would rule out STD’s. It could be fungal or scabies or something more insidious given those lesions. Could you see a dermatologist?
