looks like balanitus. commonly with guys who are not cut. try an antifungal like Emuaid. use a lube for masturbation but id refrain until it heals. masturbation or any sex usinv your penis. it just irritates it more

Not advisable. Use a topical corticosteroid and see how you get on.
im circumscized and still had balanitus. my persinal choice is to be cut but that may not solve his. keeping it clean and dry with antifungal cream works well
