I suspect that what these may have actually developed into may have been disrupted by the circumcision process, particularly if you were circumcised as an infant.  
The thing they look most like are small bodily warts rather than genital warts.  
The safe thing to do is if you have had unprotected sex at any time is to have them visually checked by a medical professional
