These are normal skin variations.
You need to wash it with water and keep it dry.
Are you sure? They appear to be tiny bubbles. Also I noticed few of them on foreskin too (probably on directly opposite sites). Here's another photo:

It is a minor skin condition called balanitis.
You need to keep it dry and don't use soap.
Apply clotrimazole ointment 1% for a week and see how it goes.
Thanks. I wash it everyday with warm water and I stopped using soap a month ago. That's why I'm surprised that these things started popping out. So it's possible to have balanitis without symptoms such as itching or pain and even though you are washing it every day?
Washing with water, AND no soap is the right thing to do. The towel you mention could give insight to what you have going on! You could have a Dermatological reaction to something your Penis Glans / Head is coming into regular contact with. Here's what to do: to eliminate the possibility of a soap powder reaction, change to a powder for sensitive skin. Even better, get some Liquid Soap Flakes from a supermarket (most have their own brand) and wash your underwear in that, it is also good for Sports Clothes too, if you don't want to explain to other people in the house why you are doing this. Instead of using a regular towel, either have a small one that ONLY you will use - or get some small toweling face-cloths to dry your penis with, AND, wash these with the Liquid Soap Flakes too. If doing all this does not help a great deal, you need to look at what else your penis head is coming into regular contact with - depending on whether you use things like Skin Creams / Lotions, baby oil, or any other chemical based lubes, such as for masturbation or to moisturise your penis / penis head. It is a possibility that you have something like one of the specific forms of Penile Balanitis forming - but, try all the other stuff that has been suggested first .....
Thanks for sharing your pic and story. The fact that you're virgin makes me a bit relieved since something very very similar happened to my glans, but mine happened after a risky sex intercourse that led to a very "unwelcomed" gift: herpes. Just to be sure, you mean also "virgin" from oral sex?
