Tip of my penis looks very red since my childhood. What is this?

I have Phimosis and trying to fix it but also my penis is very sensitive. I also have this red penis tip which looks scary. What is wrong with me? I feel it hurts if I touch the tip (I have never touched the exposed tip). I am scared to touch it since my childhood. Now I am 29 year old :frowning:

You have been dealing with this for a while. Have you ever been to a urologist to see what it is. I think it is about time to have a doctor look at it.
