What age are you? Are you sexually active?
The whiteness and the swelling are most likely different issues: do you apply anything at all to your penis, say, for masturbation or sex?
Do you apply things like skin cream / lotion or moisturiser., or anything like that?
If your symptoms persist long-term you would need to see a Urologist to get it sorted
