This is post-circumcision scarring; it’s not harmful but can be cosmetically unsightly. Given the backlog of urgent surgical cases from NHS hospitals seeing COVID-19 patients, I very much doubt your case will take priority. If you can afford it or you have private medical insurance (check if it covers plastic surgery), then that may be an alternative route.
Be aware that removal of the skin can potentially make the erect penis feel tighter- does the redundant skin smooth out during an erection? If it does, then I would probably advise against surgery.
