I have those same little fine buttons its white and it itches a lot sometimes.
look up fordyce spots. I believe it is that. I’m no professional but it looks similar. they are harmless

mine dont itch, but that looks exactly like mine. i think they are fordyce spots, if youre unsure, please get tested. have you ever had an STI test before? xx

go to a walk in clinic and get tested… if youre a virgin, dont bother because obviously it isnt an STI. but to me, those look like fordyce spots
