I'm 21 years old and have not been sexually active in the past year and a half. I started to notice a few white dots on shaft about a week ago and since then it looks like they have spread. sometimes I notice an itchy feeling but goes away. My daily routine hasn't changed much besides started going to the gym again since they reopened. I first noticed the spots appearing where I usually place my thumb to urinate so that may be a clue. will be visiting a doctor soon.

I think so, but when I was young
No harm to get fully checked out so with your GP ask them about both they can advise you on both skin conditions and if you need any cream for either or maybe just some stretching if you have phimosis .

Be careful with what you are washing your penis with - try to minimise contact with all soaps, body wash such as shower gels.
If you shower at home and then following gym visits you may have some irritation going on
