warts or what?

I have found these bumps about one month ago, have been to the doctor who said they look like an inflammation of the glands (wtf) and that they don't look like warts. At first she didn't even know what I was talking about. Bumps are easy to scrape of, they bleed, but form back in the same spot. Had a few sexual partners, clear of other STDs as I regularly get checked, all works well down there. Also, it's not a hair follicle situation bc I've been single for one year

and I never shave and I found the bumps while I had normal hair growth. I just shaved to inspect the area better. Another piece of info is that I had permanent hair removal on that area, but the hair there still grows to some extent and I've mostly zapped the bikini line which presents no symptoms and that was also ab 1 year ago. I can't afford to go to yet another inconclusive consultation, please give me a hint..
