These are at the base of the shaft. Ive read that warts block hairs, and you wont have hairs growing out of warts. The large spot here has a hair growing from the middle of it. I'm hoping that they are moles.

those are definitely warts.
I would lean toward warts but am all about the differential diagnosis. You can get them tested for a definitive answer.
