Could someone please explain the regulations to me regarding esa substantial risk please?

It simply means there would be a substantial risk to their health or someone else’s health if they were found to be capable of work-related activities, this can be from either mental or physical health. It really depends on how the persons condition affects them.
you would be a risk if you were a danger to your self or anyone else .[ie if you were employed as to fly a plain in the sky but was blind ext .
