Hi Steve, the bumps are there anyways only we do not usually notice them. What makes them clearly visible is when they become irritated - for most men the source of the irritation is stuff like soap, shower gel and other body cleansers regularly getting onto the sensitive skin of the head / glans of penis.
This can be further complicated by other chemical based items we place on the penis such as skin creams, baby oil in a bid to hydrate the skin, or for lube as masturbation or sex - what is on the inside of condoms can have an irritating impact when used regularly.
And the cure: stop all of this stuff from getting on the head of the penis, wash with water only, when showering, draw the foreskin as far forward as possible to protect the sensitive skin of the glans / head - after you have fully rinsed off all the cleansers you have used elsewhere on the body expose the head of the penis, use the running water and the inside of your hand to clean the penis, make sure you fully dry the head and foreskin area …
