Yeah, this is normal development of an adult penis.
So the bumps can be one of, or a combination of several things - most common is Pearly Penile Papules (PPP - and yes they are very common on the main part of the glans / head, not just the corona / rim), Fordyce Spots, or simply sebaceous glands.
And yes, them forming rows and then absences where indentations form (slits you are calling them) is also very common.
