Weird looking tiny lumps around my penis?

I’ve never done this before and I’m so worried about what I’ve been seeing being something bad or sometype of cancer, i’ve always had that fear and would like to seek some advice, I’m attaching a picture below, I would hope someone has some advice on what this is? I’ve had it for a few months, since last year actually i think im not sure and its not gone away, i can’t tell if its getting worse, i do masturbate sometimes a lot and maybe it could be the cause of it, Its only visible when I pull my skin down, not sure when I have a boner if it is too? Please help

Because of the fears that you have you need to get this checked by a Medical Professional such as your Regular / Family Doctor / GP or any Sexual Health Service, such as a GUM Clinic if you live in the UK..
Meantime, it is very unlikely to have any link whatsoever to cancer - and masturbation certainly would not be the cause.
I think what these are are naturally present on an adult male penis following the onset of sexual maturation - you could do a search for Fordyce Spots to see the kind of things I mean.
But, most importantly, get checked by a Medical Professional otherwise you will always be unsure about what they are and continue to worry about them.

I agree with wee_dugie, the cluster of spots you are referring to are just Fordyce spots which are collections of sebaceous (grease) glands. Google for more information.

As you pointed out in your post, when you stretch the skin (“when I pull the skin down”), the lumps become more obvious. This indicates that they are an integral part of your skin; genital warts don’t react in this way.
