Weird scars under foreskin, any ideas what could cause them?

Hello! I've been having these scars for a few years now. I've tested negative for STD's and been to a doctor who gave me a cream for balanitis, which didn't help. I've tried to found similar symptoms online, but no luck so far.

The scars are most visible on both sides. I'm grateful for any help. Sorry for the black and white photo, only lens that works on my phone.
