These are almost certainly a natural part of your genitals. They are most likely Sebaceous glands - these are different to hair follicles, they look the same type of bump but do not produce hairs.
What often happens is that you can either deliberately or inadvertently scratch them - worse still is when you shave the area - this irritates them and makes them larger, if they are severely irritated, such as with razor burn or severe scratching they can become quite sore - leave then alone and they will be fine.
The other possibility is that these could be Fordyce Spots - sometimes they can look similar to glands - depending on your age, certainly if you are under 35 YOA, you may get more things like Fordyce Spots developing, so do not become too alarmed if they seem to multiply or grow larger
