What are these white bumps

Anyone knows what this is?I used to think these were whiteheads but after some research i think its an STD although I’ve never had sex or even kissed.Could it be Fordyce spots or HPV or VP or maybe even herpes i cant figure it out.If i pop the bigger ones like a pimple they release a white fluid like cream just like in whitehead.
