it does not hurt or itch but the bumps have been there for a very long time i occasionally get redness at penis tip the bumps feel like a hard ball under the skin and if i squeeze them hard white pus comes out like a pimple
I think you are conflating different issues that you have occurring on your penis: most of what I can see are relatively indistinct Fordyce Spots, often they are much more obvious that what you have in the photo.
Redness at the tip is due to skin irritation and this can be linked to something the skin is in contact with, and can be most often masturbation or sex that is causing the level of irritation to become far worse.
When you have pus, this is ONLY linked to the presence of an infection, these occur regularly on the penis, are linked to blocked skin pores or infected hair glands - this is not present on a permanent basis, only when an infection is present
