Ronalds, this is the location of things that are naturally present on the underside of the penile shaft. So there are Fordyce Spots, you could have some Tysons Glans or even Parafrenular Glands mixed in with this as well - although the glands are usually nearer the head of the penis.
However, it seems that what you have is some of your foreskin is adhered to the underneath of the head of your penis. I wonder whether you had problems exposing the head of your penis at some time? Usually this occurs around the age of puberty, but this can actually vary between 12 and 20 years of age, as not all men draw their foreskin back at the same time the foreskin has the capability of being able to do this.
As a result, what it looks like you have is a relatively short frenulum - this may not be an issue for you whatsoever, and is likely to be unrelated to the dots / spots.
