I can see that you have some loose skin from the top of the shaft of your penis but are you circumcised to any degree?
What you see in photo two is simply the natural way in which your penis has developed - many men do not get what you have as prominently as this, and in some men these natural parts of the penis are barely noticeable.
Whereas, like you, some men get these that are quite or very prominent - this is part of what it is to be an individual - you do not “cure it” …
