I think this is a skin issue - these are most often linked to what the skin of your penis has been in contact with most recently.
Often you will get a reaction like this from using a new soap, shower gel, particularly something like a medicated or antibacterial gel.
If you have used condoms recently it could be a reaction to the chemicals on the inside, particularly if you have not used that brand or type before
Try to think of ANYTHING that may contact your penis in some way, even washing powder or additives added to your clothes washing can have this impact, again, suspect something you have switched to recently
If this does not clear after 3 to 5 weeks it is a Dermatologist I suggest you see
