Not easy to see from your pic but it may be a raised mole or a fatty cyst. If it gives you no trouble eg itching, bleeding then just ignore it. If it starts to get bigger then see your doctor. Dont pick at it.
It looks like something that you can pick at. I do not think its a big deal, but you could try wart cream at a pharmacy.
