I don't know what is this. It is like a bump on my forefinger. It is painful when I touch it. its elevated too. and is almost white in colour. Please help me figure what is it? and what should I do

I had one those which was there for at least three weeks.
I think I had a tiny splinter in the exact same place and it also turned white.
I thought it was infected.
I soaked mine in a solution of hot salt water twice daily for two days and it went away.
