it looks like it could be genital warts, if you schedule an appointment with an OBGYN they should be able to diagnosis it by looking at it.
there is also vestibular papillomatosis that can occur in the vagina but that doesnt usually show up on the outer entrance of the vagina like your picture shows
You should get checked for HPV, you might have genital warts.
