Earl, what this most likely is (the photo above is not clear) that something that is naturally present at the base of your penis has become damaged - lots of men scratch themselves quite roughly without really thinking about what they may be doing, for example.
I would get some liquid (not cream or ointment versions) antiseptic and dab a little undiluted directly onto this 3 or 4 times a day - if it is simply damaged skin it will begin to heal within 3 or 4 days, if it begins to heal using the antiseptic continue to apply at least once a day until it is completely healed.
If you have had unprotected sex then obviously the only way to rule out potential STD/STI’s is to get tested …
ive had the test before these popped up and i had chlamydia but i took the pill i think it could be just a pimple because i live in south florida and it is very humid and i do scratch roughly from time to time w/o noticing
