It’s probably mild folliculitis (shaving rash)- looks like you may have accidentally cut into the skin. Allow it to settle on its own; if you must apply something, then Savlon cream will do the trick.
Does it look like a wart ?

No, I don’t think this is a genital wart. Warts don’t usually cause inflammation and the photo clearly shows the skin has been cut or damaged.
