Rash appeared on the outside of my vagina towards the behind. Never had before...it hurts! I am not sexually active and haven't been in 7 years. Looks like herpes from all the internet pictures but so bizarre since zero interaction.

You could have a yeast infection. The area is moist and an ulcerated yeast infection can look very similar to herpes. I'm not a doctor though so it would be best for you to go in and find out.
